DeepPolicy was built to answer a question that has shaped fiscal and regulatory analysis for fifty years: what would it take to read every budget, every bill, and every regulatory consultation as carefully as the most diligent analyst would, but at the speed of the legislative cycle itself?

Origin

Built from one analyst’s frustration with their own tools.

DeepPolicy began as a personal project. The founder, working through the 2026 Hungarian national budget on his own time, noticed that the constraint on serious fiscal analysis had stopped being intellectual and become operational: the budget was too long to read carefully inside the political window, and no available tool was designed for the actual workflow.

The first version of the pipeline was a sketch on a Sunday evening. Six days later, it had produced a 77-page Master Whitepaper, a structured fiscal dataset, 42 demographic briefings, and a typeset PDF ready for publication.

The output was published, in full, in Hungarian, by an independent partner think-tank — and the question quietly inverted itself. It stopped being “can this work?” and started being “why is no major institution doing this yet?”

DeepPolicy is the answer to that second question.

Founder

Dr. Balázs Fehér

Balázs is an AI data scientist based in London. He holds a PhD in Cognitive Science and has spent the last decade building applied AI systems — first as a researcher, then as a practitioner inside production environments.

He founded Neural Machines Ltd in 2017 as a vehicle for applied AI consulting. DeepPolicy is the company’s product line for the policy and government-relations sector, drawing directly on Balázs’s cognitive-science background — specifically, on how multi-agent systems can be structured to mirror the division of labour inside a real research department.

DeepPolicy is a trading name of Neural Machines Ltd, a UK private limited company registered in England & Wales since 2017. Operating under a mature, nine-year-old corporate vehicle — rather than a freshly-incorporated startup — matters for the kind of buyer DeepPolicy serves: institutional procurement teams prefer counter-parties with a paper trail.

The company is headquartered in London, with research and engineering distributed across the UK and continental Europe.

Positioning

Infrastructure, not opinion.

DeepPolicy does not have a house view on fiscal policy, on regulatory philosophy, or on the politics of any particular country. We supply the analytical infrastructure; our customers supply the analytical frame and the editorial judgement. This separation is deliberate, and it is what makes the product equally usable by an Atlas-network think tank, a social-democratic policy unit, and a sovereign GR practice.

The Hungarian case study published via the Free Society Institute is one execution of that principle, not a statement of where the company stands.
